NEW YORK - Retailers and manufacturers agree: 1990 is winding up as the year of the dress.

They say fresh directions in dresses - including the little black dress, the loose and easy chemise and the revival of Sixties-inspired looks - have heightened consumer interest.

Dresses, too, they say, fit the uneasy times because the dress is easy to wear, less complicated than putting together a sportswear ensemble and, perhaps more importantly, can cost less than a comparable sportswear ensemble.
