If Congress decides to keep SDI funding level with the FY '90 appropriations figure of $3.8 billion, the SDI Phase I program would be stuck in the technology stage and unable to advance to full-scale development, Strategic Defense Initiative Organization Director Lt. Gen. George Monahan Jr. told Defense Daily yesterday.
Monahan spoke with defense reporters for the last time before retiring from service on July 1.
The overall cost of the first phase of SDI, which is a limited defense system that includes the use of Brilliant Pebbles (BP), is estimated to be $55 billion, Monahan said. Initial estimates set the program cost at $115.4 billion (in June 1988), ...
