Reports that al-Qaeda operatives are slipping back into Afghanistan and may be threatening the U. S.-backed government of Hamid Karzai suggests efforts to bolster the central government are failing, analysts said yesterday.
Afghan and terrorism scholars say the U. S. policy of supporting regional warlords in the ongoing fight against Taliban and al-Qaeda elements harms the long-term goal of a stable, law-abiding Afghanistan that won't serve as a safe haven for terrorists.
