1. Introduction
Despite years of concern for sea turtles and the threats to them, no rule of international law and no single international environmental agreement adequately protects them. Even taken in the aggregate, customary international law and treaty law fail to protect sea turtles throughout their range or regulate the threats to their well being. The migratory nature of sea turtles is at the heart of law's failure to protect sea turtles. During its life cycle a sea turtle inhabits terrestrial and marine zones with differing legal norms.
