Sep. 13--RALEIGH, N.C.--Former state Transportation Secretary Garland B. Garrett Jr. pleaded guilty in federal court Thursday to running an illegal video poker gambling business for his family in Wilmington.
Garrett, a prominent Democratic fund-raiser who worked for former Gov. Jim Hunt, admitted he was guilty of one of 268 criminal charges. In exchange, government prosecutors dropped the rest of the charges, including allegations that Garrett defrauded the U.S. Small Business Administration's hurricane-recovery loan program, according to the plea agreement ...
