LATELY, IT SEEMS as if everywhere you look something is in decline; stock markets, interest rates, the consumer confidence index and our investment portfolios all have taken a beating during the last year.

In the midst of all that decay, it's nice to know some things are still thriving. Lane County's Household Hazardous Waste Collection Center has been in operation for more than four years now and has enjoyed a steady increase in use since it opened. During the past 12 months, though, participation has increased by a whopping 40 percent.
