DICK TRACY DOESN'T GET HIS MAN

NEW YORK -- It will take a detective as smart as Dick Tracy to find out who stole all those customers that were supposed to be buying "Dick Tracy" merchandise.

Although "Dick Tracy," the movie, has been out for two weeks and enjoying healthy, though not spectacular, box-office returns, licensed and inspired merchandise haven't even begun to touch the retail sell-through of "Batman" licensed merchandise.

Retailers across the country are citing a number of reasons as to why the merchandise isn't blowing out of the stores:
