FOR many months the Conservative government of Mr Brian Mulroney had hinted that if the last provinces failed to ratify the Meech Lake amendments to the constitution before a deadline on June 23rd, Quebeckers would demand independence, the Canadian dollar would collapse and Montrealers would run riot. Canada is far too nice for that sort of thing. June 23rd came and went without Newfoundland or Manitoba ratifying the amendments. Life goes on anyway.
