ONE certainty for the would-be investor is that East Germany will be part of the European Community. The Soviet Union has made no issue of this. The Bonn government has so far played the perfect European in paving the way for the five Lander to enlarge the existing Germany-in-the-EC. There will be no treaty amendments, as there normally are to bring in new EC members. West Germany demands no immediate change in its number of deputies in the European parliament, no change in its voting powers in the Council of Ministers, no change in its number of commissioners.
