Sep. 22--It's called "the Palo Alto Process." It means paralysis by analysis.
It looms over the Peninsula city renowned as the birthplace of Silicon Valley and the home of Stanford University. And it has tagged this center of innovation and intelligence with a reputation for indecision in local politics.
The Palo Alto Process is embodied in the committee formed to create another committee. The meeting to plan meetings. And the vote on whether there should be a vote.
