Sep. 24--FORT WAYNE, Ind.--For 50 years, hundreds of acres of Allen County farmland were turned into hundreds of acres of houses, stores, offices and factories.

And during the same time, block after block in the central city lost population, lost housing and lost its business base.

Is that the direction Allen County wants to follow for the next 50 years? And in the end, how much can local government influence growth?
