Sep. 26--RIO DE JANEIRO, Brazil -- Jose Serra, the government's presidential candidate in Brazil, is in danger of slipping into third place in the Oct. 6 election, which would wipe out any chance that the former health minister could win in a runoff.
Anthony Garotinho, the populist former governor of Rio de Janeiro state, is gaining in opinion polls. He could face a runoff against the front-runner, Luiz Inacio Lula da Silva, a leftist and former union organizer.
