Sep. 30--Ten years after acquiring software to monitor bidding practices in the paving industry, the state Department of Transportation has yet to use the tracking system.
Instead, the department manually examines contracts to check for bid irregularities that could drive up resurfacing costs.
The Federal Highway Administration has for 20 years recommended using computers to check bid patterns.
But DOT officials said installing the bid-tracking system hasn't been their priority. They said the agency intends to begin using the computer bid-tracking ...
