Sep. 30--UNITED NATIONS--By all accounts, they have a cordial, informal relationship: President Bush calls him "Kofi," and UN Secretary General Kofi Annan uses "Dubya."
But when it comes to dealing with Iraq, relations between the Bush White House and the United Nations have always been strained. As Iraqi and UN officials gather in Vienna today to discuss practicalities for the return of UN weapons experts to Iraq -- and the United States lobbies for a new, stringent UN resolution governing those inspections -- the gulf between the two institutions looms larger than ever.
