In what's being labeled an "experiment," the USPS intends to propose a small additional incentive to get more small publishers to stop entering magazines into the mail-stream in sacks at the printer, and start co-palletizing and drop-shipping.
Publishers who palletize their magazines and drop-ship them for mail-stream entry at a USPS area distribution center (ADC) or sectional center facility (SCF) currently receive a per-piece pallet discount, a piece discount for destination entry and lower zoned advertising pound rates.
