JACK McCONNELL staked his reputation and that of devolution itself yesterday on a multibillion pound spending plan he claimed would deliver huge rewards for Scotland.
In what he called a 'defining moment' for the fledgling parliament, he and Finance Minister Andy Kerr unveiled plans to spend [pound]70billion of taxpayers' money over the next three years.
In a high- stakes move, the First Minister gambled his longterm-future on his ability to deliver, claiming that the reforms would do more for Scotland than anything devolution had managed so far.
