In a move that challenges federal stem cell policy on a political, moral and perhaps even legal level, California has adopted a law permitting embryonic stem cell research involving both the destruction and donation of human embryos.
Governor Grey Davis signed the legislation on September 22. The law, which takes effect on January 1, 2003, is the first of its kind in the nation and sets up a potential clash with the federal government policy that allows federal funding of a restricted number of stem cell lines.
