Signal Hill City Council thwarted a $400 million project
SIGNAL HILL - The city council of this small oil town passed a moratorium last week prohibiting all new construction, thwarting plans by Irvine-based developer Southwest Diversified Inc. to build a $400 million mixed-use project here.
Southwest has already spent some $40 million over the past year acquiring its 106 acres in Signal Hill.
