PHILADELPHIA _ Scrambling to save their one-vote majority in the U.S. Senate, Democrats in Washington and Trenton on Wednesday began preparing for what could be a $20 million blitz over the next five weeks to elect their substitute candidate in New Jersey, former Sen. Frank R. Lautenberg.

Satisfied with Lautenberg's selection to replace Sen. Robert G. Torricelli, who withdrew this week as the Democratic candidate, the Democratic Senatorial Campaign Committee prepared to spend millions to keep the New Jersey seat.
