On Kauai - where people still count traffic lights - sales of cellular phones aren't exactly booming. It's safe to say that of its 43,000 residents, only several hundred own one of the wireless devices. "People here tend to be more laid back," says Roy Morimoto of Kauai Electronics, which sells the phones. "Technologically, something new takes longer for people to get used to on Kauai."
