Here is a point having to do with the reunification of Germany which day after day goes unexplored. It is: What rights, if any, do the four victors of the war that ended in 1945 have over Germany.? And: Are there circumstances under which they should be exercised?
We have got used to the notion that "Germany" is an independent country and that the arrangements it concludes are its to conclude. But it is a little more complicated than this. We won a war, and final arrangements that trace to that war have not been concluded, whatever the appearances.
