BRUSSELS, Belgium-A European Commission proposal that would set minimum aviation liability coverage requirements for all airlines flying in and out of the European Union is laudable but flawed, some aviation experts say.
On Sept. 24, the European Commission published a proposed regulation designed to ``facilitate the rapid return to market conditions and restore confidence both in the aviation and in the insurance sectors'' following the Sept. 11, 2001, terrorist attacks, the commission stated in the proposal.
