WASHINGTON _ It would be difficult to think of a country that has suffered from terrorism as much as Algeria.
The decade-long war against French rule yielded extraordinary cruelties, on both sides. The National Liberation Front massacred thousands of Algerians, Christian and Muslim, as well as French soldiers and officials. The French army killed and tortured thousands of rebels, as well as ordinary citizens caught in the crossfire.
