Wuhan, the capital of China's Hubei Province, is a city in transition, and its leaders are maneuvering to keep it a city with a relevance to tourism. They'll have no problem keeping it relevant in the world of business, where its stature grows almost daily. A few years ago, the cruise operators who sail on the Yangtze began altering their standard downstream package from Chongqing so that it would stop after three nights at Yichang, a city just below the new dam and about a four-hour drive from Wuhan. Thus Wuhan began to lose its critical position as the eastern terminus of cruising on the upper Yangtze.
