WASHINGTON _ Congress is expected to hand President Bush a substantial, bipartisan victory Thursday, authorizing him to use military force against Iraq to rid it of nuclear, biological and chemical weapons materials.
Despite a small but emotional opposition, the House and Senate are expected to approve identical resolutions giving Bush the power he has sought to confront Iraqi President Saddam Hussein.
