Shaykh Muhammad Sa'id al-Hakim, an Iraqi religious personage, has issued a fatwa (religious decree) urging Muslims to collectively confront U.S. tyranny and the campaign against Iraq. He issued the fatwa from al-Najaf, a Shiite holy city in Iraq.
