California Gov. Gray Davis rejected proposed legislation last month that would have required manufacturers and retailers to collect a fee on the sale of television sets and computer monitors.

Davis vetoed Senate Bill 1523 on Sept. 29. The bill, introduced by state Sen. Byron Sher, required anyone selling electronics in California to collect a $10 fee beginning in 2004 for each TV set or computer monitor containing a cathode ray tube. The state would have used the funds to pay for electronics recovery and recycling.
