Oct. 17--When leaders from the Americas gathered Tuesday in South Florida to discuss ways to revive Latin America's flagging economies, it wasn't spending controls or trade barriers that emerged as top concerns. Business and government executives focused instead on the need to build trust in the rule of law and sustain it for the long term.

"The key word to rescue the economy is confidence," Colombia's President Alvaro Uribe said by videoconference, summing up the theme of this year's annual Americas Conference in Coral Gables, attended by more than 300 people.
