Oct. 18--PORT ARTHUR, Texas--Malfunctions in five refineries and chemical plants in south Jefferson County resulted in excessive emissions totaling more than 4.2 million pounds from January through September, a private environmental research group said Thursday.
And the report's author said the numbers could become worse in the future as Texas tightens its reporting standards.
These malfunctions exceeded accidental releases that normally could be traced to unforeseen problems, said the report from the Environmental Integrity Project.
