No one favors abortion. Plenty of people oppose it under any circumstances. Those who work to keep it safe and legal want the procedure to be available and unnecessary.
A report issued last week on the falling abortion rates among American women provides hope, no matter one's political stance. But it underlines the certainty that contraception availability and education is the best way to prevent unwanted pregnancies.
Fewer teens, especially, are having abortions. Among 15- to 17-year-olds, the rate went from 24 abortions per 1,000 women in 1994 to 15 abortions per 1,000 women in 2000, according to the Alan Guttmacher Institute. That's a decline of 39 ...
