VIRGINIA BEACH -- Thirteen stories above Virginia Beach Boulevard and Pembroke Mall, the only thing missing is the people.
Carpets are down, the cubicles are up and cleaning crews worked Thursday and Friday to touch up offices in the Town Center of Virginia Beach, which will be turned over to tenants this weekend.
Many floors remain unfinished and signed tenants will move in over the next four months, ending in February when Armada/Hoffler Holding Co. moves into the 12th and 21st floors. The Chesapeake-based real estate firm leads the Town Center development team and is its biggest owner.
