Gandhi wins support
Ministers from over 50 countries, meeting in London last month, agreed to a complete phase-out of CFCs by the year 2000. The agreement -- the first revision of the 1987 Montreal Protocol -- was heralded as a major achievement in environmental diplomacy, following a pledge from India and China to sign the Protocol in exchange for funds and technical know-how.
The US, Japan and the USSR blocked moves by Canada, Australia and at least four EC countries to bring forward the phase-out date to 1997. The eventual agreement set intermediate targets of a 50 per cent cut on 1989 levels by 1995 and an 85 per cent cut ...
