Joel Klein, the New York City schools chancellor, signaled a welcome change in policy at the Crain's breakfast forum last week when he said he supported charter schools and hoped they could be a key tool to improve city schools. What is also needed is a similar commitment from Gov. George Pataki if he wins re-election.
Charter schools provide competition to the existing school system without the complications of vouchers. State law, enacted in 1998 only under great pressure from the governor, allows the creation of 100 independent charter schools around the state.
