WASHINGTON -- If ever there was a case to be made for a national procedure known as ballistic fingerprinting, it is after the experience with shootings that paralyzed much of the Washington area, nearly all the way to Richmond, Va., and tied up thousands of law-enforcement officers, federal, state and local.
The ballistic process simply requires the manufacturer of a new handgun or rifle to fire it and match the bullet to the specific weapon. That information would be computerized and when the weapon is sold, the identity of the buyer would be attached to the firearm and retained for future reference in a national database just as ...
