The second stage in deciding how to implement the Water Framework Directive in England and Wales is detailed in a consultation paper published today.
This Directive - the most substantial piece of EC water legislation to date - requires all inland and coastal waters to reach 'good status' by 2015. River basin districts will be established within which demanding environmental objectives will be set, including ecological targets for surface waters.
