Despite the hundreds of business lunches and trade association breakfasts Homeland Security Director Tom Ridge spoke to last year, private industry has not been fully brought into homeland security, business leaders and trade analysts complain.

Particularly acute, they argue, is the absence of cooperation on the issue of ports and seaborne cargo, which accounts for 90 percent of U.S. trade each year.
