WITH AMERICANS entering 1991 facing recession at home and war abroad, the prospects for the GOP are the grimmest since Watergate. After President Bush's "incredible blunder" in abandoning his no-new-taxes pledge, former budget director James C. Miller asks, "can he promise anything in the 1992 election without evoking giggles from the audience?" Indeed, politicos everywhere are still scratching their heads over why Bush sacrificed his credibility for the sake of raising taxes in a recession.
