Brazil reported Thursday a record primary budget surplus for September, a key condition for continuing a $30 billion loan package with the International Monetary Fund.

But the nation's debt burden increased as a percentage of its gross domestic product, which could mean more rough times for Latin America's largest economy.

The September surplus before debt interest payments was about $2.63 billion, the highest monthly total since the central bank began recording the data in 1991. The figure is nearly double the average monthly total and brings the primary budget ...
