Observers and federal regulators should not be swayed by El Paso's recent arguments that safety concerns prevented the pipeline from operating at full pressure and are nothing more than an attempt to cloud the true fact that El Paso withheld pipeline capacity into California, an El Paso opponent said last week.
"The company never, not once, raised the safety issue during the hearings. Their attempt to do this now is a diversion designed to hide the facts," said attorney Kevin Lipson with Hogan & Hartson, the firm representing Southern California Edison (SCE) in the case.
