Press reports suggest that House Minority Leader Dick Gephardt, D-Mo., is being forced to step down because of the Nov. 5 election results, which saw Democrats fail for the fourth time to retake control of the House. But Gephardt's problem was not his inability to articulate a rationale for electing Democrats. It went much deeper than that. Even if Democrats had won the House, it was clear that Gephardt was no longer capable of leading them.
