LONDON -- An unsteady Northern Ireland peace process was knocked further off balance yesterday as the Irish Republican Army announced that it was rescinding its offer to disarm because of Britain's suspension of the power-sharing government in Belfast over the weekend.
"We are withdrawing our proposal. The IRA leadership will continue to monitor developments. Peacekeeping is a collective effort," the IRA said in a statement.
