CASTRO VALLEY, Calif. _ Along Castro Valley Boulevard, there is little else in the way of business besides a string of fast-food outlets, title companies and Starbucks.
It isn't much, residents will tell you, but supporters of an initiative to turn Castro Valley into a self-sufficient city say the strip, along with a few other business districts, would be enough of an economic backbone to make cityhood a success.
``Our sales taxes are on the low side,'' said Steve Dimick, who is heading the campaign to incorporate the 58,000 residents of the community. ``But the total taxes, yes, there's enough.''
