Critics of NATO used to quip that the military alliance was founded to keep the "Russians out, the Americans in and the Germans down."

How times have changed.

Russia, which targeted its nuclear warheads at London, Paris and New York during the latter half of the 20th century, is now a junior member of the alliance with offices in the organization's Brussels headquarters.

The United States, which ensured Europe's freedom for much of the post war era, now encourages its European allies to take more responsibility for their own defense.
