WASHINGTON -- The Cosmetic Ingredient Review (CIR) Expert Panel -- an independent scientific panel that reviews the safety of cosmetic ingredients -- confirmed today that three phthalates used in cosmetics are safe. In making this determination, the CIR Expert Panel evaluated extensive scientific research and new data on diethyl (DEP), dimethyl (DMP), and dibutyl (DBP) phthalates used in cosmetics, developed since the panel last reviewed these ingredients in 1985. The panel again found these ingredients to be safe for use in cosmetics.
