WASHINGTON _ In an sudden job reshuffling, Otto J. Reich on Friday was forced to step down as assistant secretary of state for Latin America to become a special advisor to Secretary of State Colin Powell.

Reich, a lightning rod for his conservative views, stepped jetlagged off an airplane from Brazil early in the day, where he'd been on a grueling diplomatic trip, only to be greeted by the news that his tenure was at an end.

Reich had held the job since January, thanks to a recess appointment by President Bush after he failed to win Senate confirmation. He was forced out of it at 2:23 p.m. EST when the House of Representatives adjourned for the year.
