FORT WORTH, Texas _ On an October day in New York City in 1999, Conference USA school presidents made the following fateful decisions:
1. They voted to add TCU in all sports.
2. They voted to add South Florida's young football program in 2003.
Had the presidents followed the wishes of South Florida, the Bulls would be a football-playing member this season instead of toiling in Division I-A's independent wasteland. And while this is like speculating who would win the Iowa-Ohio Stategame, if South Florida was a C-USA football member this season, would the Horned Frogs be the league's best team?
