Legislators come to Sacramento on Dec. 9 to work on a fiscal 2003-04 state budget deficit estimated up to $25 billion. Gov. Gray Davis said he wants legislators to cut $5 billion in spending now, with other solutions _ more spending cuts or tax increases _ to be dealt with in January.
But the Legislature is thinking of taking up a sneaky tax increase. "Legislative Democrats are considering a proposal that would triple vehicle registration fees without the customary two-thirds vote required to raise taxes," reported the Los Angeles Daily News on Nov. 21.
