In hopes of reviving what once was one of St. Paul's most notorious corners, the City Council on Wednesday tentatively approved plans that could move the Penumbra Theatre to the corner of Dale St. and University Av.
The corner, once home to X-rated theaters, prostitution and drug dealing, would be redeveloped to include 75 housing units, 40,000 square feet of retail and office space, and an entertainment venue that may include the Penumbra.
