FIRST Minister Rhodri Morgan last night surprised politicians and union members by appearing to rule out using tax-raising powers if they were granted to the Welsh Assembly Government.
While refusing to say whether he wanted the Assembly to be given tax-raising powers, he indicated that if they were transferred they would not be used.
