Dec. 2--To understand the current battle raging between the administration of Gov. Bob Holden and business-oriented interest groups, consider the following number: $1.2 billion.

That's the difference between state spending in fiscal year 2001 and the fiscal that ended June 30. But the interpretations of that number vary widely, and that divergence sums up the battle for public opinion that is under way.
